1991, the self-government of Gangseo-gu took roots.

In accordance with the Local Autonomy Act of December 31st, 1920, an election for local council members was held on March 28th, 1991 and 27 Gangseo-gu Council members were elected. On April 15th of the same year, a special Gangseo-gu Council meeting called to appoint chair and vice chair and the first Gangseo-gu Council of Seoul took off.

The council was continued from Gangseo-gu Community Center in 1991 to the current new government complex in 1996.

The first Gu council used Gangseo-gu Community Center as a temporary council hall and move to the current council hall (Deungchon 2-dong, Gangseo-gu) which began construction in December 1994 and completed in December 1996 with a total area of 5,448m (1,640py), 2 basement floors and 5 above ground floors.
